Purpose

This guidance helps to identify potential TSR/ESR risk sites through data analysis so that appropriate remedial works can be applied to reduce the likelihood of a speed restriction being imposed.

The guidance is designed to support decision making through data analysis, so that appropriate short/medium/long-term mitigation can be applied to minimise the likelihood of a speed restriction being imposed.

Note: The need to apply a speed restriction may follow the identification of an exceedance, to the stated limits, in the relevant Network Rail standard or as the result of a competent person applying reasonable judgement to assess that the section of track concerned is not suitable for normal operation in its current state.
