This standard applies to all persons who plan or carry out works on Network Rail infrastructure.
This policy is supported by a number of Level 2 standards that define the process for working on or around buried services. The process ranges from initial planning of the work activity and requesting a location search, safe working activity on site, through to feedback of knowledge once the work is close to completion.
Purpose
The purpose of this standard is to set out Network Rail's policy and related implementation arrangements for employees and contractors to be able to work safely in the vicinity of buried services. The aim is to reduce the risk of a strike incident that might cause:
• fatal or serious injury to personnel;
• damage to Network Rail owned assets, especially damage that has a detrimental affect on the performance of the infrastructure;
• damage to other assets.
A further aim is to reduce the risk of a near miss that, if circumstances had been slightly different, might have led to a strike incident.
