This framework document applies to all externally delivered projects (whether third party or outside party) that are being supported by any Network Rail function supplying Asset Protection and Optimisation (ASPRO) services. This document covers all externally delivered projects that can influence or import risk to Network Rail as decided by the relevant Route Business, including operational infrastructure, stations and other lands. This document does not cover in-house Network Rail maintenance work.

This framework will be used by Network Rail when offering any ASPRO services to external parties and will support Network Rail’s obligations under its Network License between the Department of Transport and Network Rail Infrastructure Limited.

Purpose 

This document provides a National framework for Network Rail’s Asset Protection and Optimisation function.  

Application of this framework: 

a) maintains the safe operation of the rail network when supporting external customers in the safe, efficient and optimised delivery of any works/project; 

b) enables Network Rail to assess and mitigate risks imposed by externally planned and/or delivered projects in a timely, collaborative and consistent manner; 

c) mitigates the risk of inconsistent high level processes and behaviours leading to negative reputational impact for Network Rail; and 

d) confirms works are carried out to the appropriate level of quality as agreed by Network Rail and the external party.
