This policy covers all projects and maintenance works that impact the publicly maintained highway/road network and can import risk to Network Rail. All works promoters will be supported by the Highways Interface teams in either the applicable Region or Routes.

Collectively this supports Network Rail’s obligations under its Network License between the Office of Rail and Road and Network Rail Infrastructure Limited.

Purpose 

This policy provides a National framework for the Network Rail Highways Interface function. It supports Network Rail to assess the effect of works on railway assets that impact the highway/road network and its users. The benefits reduce the risk ofimposed external timings of works by highway/road authorities under section 56 (section 115) of the New Roads and Street Works Act 1991. Allowing internally planned and/or delivered projects, (such as major bridge works or level crossing maintenance), to be co-ordinated in a timely, collaborative, and consistent manner.

It reduces the risk of inconsistent high-level processes and behaviours leading to negative reputational impact for Network Rail so that works are carried out to the appropriate level of quality as agreed by Network Rail and the Highway/Road Authorities.

It protects persons associated with the delivery of the project from dangers to their health and safety, and others who might be affected by the work activity, including members of the public.

These include arrangements for design (including planning and risk assessment) and management (including supervision) of the worksite. (including signing, lighting, and guarding). As required under sections 65 and 124 of the New Roads and Street Works Act 1991.
