This policy sets requirements for the implementation, monitoring and review of prevention through engineering and design (PtED) within Network Rail.

This policy applies to the whole of Network Rail including but not limited to, all functions, routes, major programmes, projects, regions, alliances and joint ventures.

There are no direct requirements on the Network Rail supply chain in this standard.

Purpose

This policy commits Network Rail to establish and continually improve the means of engineering or designing, the elimination or reduction of hazards and risks in areas of:

a) safety;

b) health and wellbeing;

c) sustainability

d) environmental protection

e) security; and

f) inclusion.

This policy also supports Network Rail’s compliance with primary legislation and regulations made under it, in particular the:

a) Health and Safety at Work Act 1974 (as revised);

i. Construction (Design and Management) Regulations 2015;

ii. Railways and Other Guided Transport Systems (Safety) Regulations 2006 (as amended); and

iii. Management of Health and Safety at Work Regulations 1999.

b) Common Safety Method for Risk Evaluation and Assessment;

c) Environmental Protection Act 1990;

d) Control of Pollution Act 1974;

e) Water Resources Act 1991;

f) Wildlife and Countryside Act 1981; and

g) Equalities Act 2010 (as revised).
