This module specifies how asset-related data and information requirements are defined and agreed by those accountable for setting the quality criteria at which asset data should be collected and maintained.
This module applies to:
a) the entire asset management capability as defined within Network Rail’s asset management strategy, both internal and external to Network Rail throughout the lifecycle of asset data;
b) the delivery of requests and requirements for asset-related data from those individuals and organisations external to the asset management system e.g. asset data used in financial calculations; and
c) projects delivering asset-data related applications and solutions to define and agree asset data specifications and appropriate measures of quality.
It does not include data related to non-operational assets such as IT and office facilities assets.
This module applies when:
a) defining the asset data specifications required to comply with Network Rail asset standards and regulatory requirements;
b) defining system and schema changes to deliver an information requirement; and
c) defining the data and quality criteria to be collected through asset maintenance, renewals and enhancement activities.
Purpose
This module sets out the Data Design process to:
a) define the data schema;
b) define and deliver the IT infrastructure and applications that enable data to be collected, maintained and presented;
c) store and maintain asset-related data in a consistent, stable manner so that it is accessible to users;
d) provide functionality to measure quality of asset-related data;
e) inform the design of asset management technical solutions and asset management business processes methods to meet quality criteria for asset information;
f) maintain consistency between conceptual, logical, and physical models describing how data should be maintained and managed within technical solutions by end-users; and,
g) trace data and system change requirements between asset-related data management and collection activities back to the business need for information.
It supports Network Rail in realising the change management principles in NR/L1/ADG/001 that set out how Network Rail logically structures and manages data by:
a) definition of the how data should be modelled and maintained to make data accessible to consumers;
b) assuring consistency in data models through involvement of business and IT stakeholders to define the appropriate solutions;
c) structuring data in a manner which can be traceable to and from the information and reporting requirements;
d) consistently defining and structuring data to promote a common understanding across people, systems and support the application and reporting data quality measures;
e) aligning to NR/L2/ADG/002/02 and IT architecture and system change governance.
