This module specifies the process to define asset-related data and information data quality measurements and acceptance criteria.
This module applies to:
a) the entire asset management enterprise as defined within Network Rail’s asset management strategy, both internal and external to Network Rail throughout the lifecycle of asset data;
b) the delivery of requests and requirements for asset-related data from those individuals and organisations external to the asset management system, for example, asset data used in financial calculations; and
c) projects delivering asset-data related criteria and solutions to measure appropriate levels of data quality.
It does not apply to data related to non-operational assets such as IT and office facilities assets.
This module applies when:
a) a new requirement arises from the Data Quality Planning process and requires the setup of quality criteria; and
b) an error in the existing measures is identified by the Data Quality Measurement process.
Purpose
This module sets out the process to confirm that data is fit for its intended purpose by defining quality criteria and the methods to measure the data. The methods can be:
a) manual;
b) automated (including measures integrated with the data storage design); or
c) a combination of these to assess the levels of quality. The module supports Network Rail in realising the principles in NR/L1/ADG/001 that set out how Network Rail applies measures and methods to assess the quality of asset-related data through:
a) definition and application of measures of quality to asset-related data to establish whether the data set is fit for purpose for:
1) decision-making,
2) use in business processes, and
3) whole lifecycle management of assets from concept, research and development, creation through to decommissioning and disposal.
b) definition and application of measures of quality and appropriate specifications to asset-related data in line with information security, legal and regulatory requirements; and
c) moving towards a preventative approach to addressing data errors through pro-actively measuring the quality of asset related data.
The process described in this module is part of the quality management system for asset-related data, which interfaces with the following processes and related management systems (non-exclusive):
a) IT Change Management;
b) System Configuration.
The process in this module mitigates the asset-data related hazard of:
a) failure to identify correct data accuracy;
b) recurring data errors issues occur.
