This module specifies the process for accountable and responsible parties to perform assurance of asset related data and asset data governance.

This module applies to:

a) the entire asset management capability as defined within Network Rail’s asset management strategy, both internal and external to Network Rail throughout the lifecycle of asset data;

b) projects delivering asset-data related applications and solutions to define and agree asset data specifications and appropriate measures of quality.

It does not include data related to non-operational assets such as IT and office facilities assets. This module applies when:

a) agreeing the approach and scope of self-assurance (level 1) of the accuracy and / or precision of asset related data;

b) agreeing the approach and scope of self-assurance (level 1) of the Asset Data Governance Framework;

c) agreeing the minimum level of self-assurance (level 1) activities to be performed;

d) accountable parties agree the plan to achieve compliance to NR/L1/ADG/001 and NR/L2/ADG/002;

e) performing cross functional assurance (level 2) of asset related data;

f) performing cross functional assurance (level 2) of Asset Data Governance Framework;

g) setting and agreeing the volumes and method to sample data to measure for accuracy and / or precision of asset related data;

h) setting and agreeing the objectives and targets to validate asset related data;

i) setting and agreeing the assurance requirements for asset-related data exchanged at pre-determined points during a project lifecycle, including the initiation or completion of the project or works, to be input into asset registers, document repositories, asset management systems and geospatial information systems;

j) maintaining appropriate, accurate and readily accessible information on assets to meet requirements as the license holder.

Purpose

This module sets out the process to:

a) agree the plan to achieve compliance to the Asset Data Governance Framework defined in NR/L1/ADG/001 and NR/L2/ADG/002;

b) agree the method to verify the compliance to the quality management system for asset related data;

c) verify compliance to the quality management system for asset related data;

d) validate the accuracy and/ or precision of asset related data;

e) set objectives and targets for the accuracy and / or precision of asset related data;

f) validate the effectiveness of the quality management system for asset related data; and

g) produce the asset data confidence and governance grading scores.

It supports Network Rail in realising the principles in NR/L1/ADG/001 that set out how Network Rail performs verification and validation of the quality management system for asset data:

a) performance of self-assurance (level 1), cross-functional assurance (level 2) and internal and external assurance (level 3), and external reporting to regulators;

b) performance of root cause analysis of data quality issues;

c) enact remediation and business improvement activities.

The process in this module mitigates these asset-data related hazards:

a) ineffective processing of quality improved / corrected data;

b) failure to identify correct data accuracy and / or precision.

This module forms part of the quality management system for asset-related data, which interfaces with these processes and related management systems (nonexclusive):

a) Enterprise risk management;

b) asset management, and engineering;

c) Asset Management System (AMS);

d) Health and Safety Management.
