This business process applies to all Structures that are under the accountability of the Structures community, as identified in NR/L1/CIV/001. 

NOTE 1: The structures within scope will be encompassed within the asset types/groups in points a) to f) above.

NOTE 2: This business process may also be used for structures that are not the accountability of the structures community, including structures owned by External Parties where there is a foreseeable risk their structure could have a health, safety, environmental, performance, financial, or reputational effect on the railway. 

NOTE 3: A structure includes its structural elements and components (such as foundations, parapets, safety fences, wing walls and handrails); its permanent access equipment; and its supports and connections to, for example, overhead line electrification equipment and Longitudinal Timbers.

This business process does not cover: 

1. the management of track support systems. 

2. commercial and contractual responsibilities, and approval processes for delivering the requirements of this standard; 

3. Occupational health and safety requirements. 

NOTE 4: Refer to NR/L2/CIV/168 for requirements relating to the management of asbestos.

Purpose

The purpose of this business process is to: 

1. define Structures assets groups and set out high level requirements for how these are recorded and identified in an Asset Register through common asset hierarchies; 

2. set out a consistent approach to structures asset management through a framework of controls. These are locally applied to assets according to their function, structural form, engineering characteristics, degradation behaviour, physical location and environment; 

3. support Structures Asset Policy and its accompanying strategies in delivering safe, reliable and sustainable railway structures. 

Structures management in line with this business process mitigates the risk of: 

a) Functional failure of Retaining Walls, including parapet; 

b) Functional failure of Overline Bridges; 

c) Functional failure of Underline Bridges; 

d) Functional failure of Footbridges; 

e) Functional failure of Coastal Estuarine River Defences; 

f) Functional failure of Culverts. 

NOTE 1: b) includes pipe and side of line bridges. 

NOTE 2: c) includes intersection bridges and viaducts.
