This document provides the requirements and guidance for the Earthworks competence framework. This standard applies to persons who undertake asset management activities on Network Rail owned earthworks; Network Rail managed earthworks, shared earthworks and outside party earthworks by Network Rail employees, contractors and suppliers.

Purpose 

This standard sets out the minimum requirements for the training and assessment of people who undertake work for the management of earthworks on Network Rail controlled infrastructure. It defines processes that shall be implemented and the standards that shall be achieved such that personnel who undertake activities in the management of earthworks are competent to perform the work.
