This module applies to all personnel undertaking asset management activities on Network Rail Buildings assets within the accountability of the Buildings community, as outlined in NR/L1/CIV/001. 

The General Practitioner of the Built Environment assessment criteria have been crosschecked with BSI8670 Built environment – Core criteria for building safety in competence frameworks – Code of practice. 

The assessment tool for competences BEM01 (General Practitioner of the Built Environment) and BSM01 (General Practitioner of Buildings Services includes questions to cover the following areas:

- Behavioural competence

- Fire and life safety in buildings

- Structural safety in buildings

- Security competence

- Public health and public safety in buildings

This module does not include the competencies required to:

1. work on or near the line

2. design Buildings

3. undertake project engineering for Buildings

4. undertake construction works, including supervision and construction management

5. undertake Maintenance on Buildings

6. comply with UK health & safety legislation, for example working at height or within confined spaces. 

7. undertake Architectural activities

8. undertake Asset Management of Lifts & Escalators 

Purpose 

This standard sets out the competence requirements, route to competence, assessment process and maintenance of competence for any individual who undertakes activities across the Buildings and Architecture (B&A) asset portfolio in relation to Network Rail Managed Infrastructure (NRMI) and interfacing third party assets. 

A competent B&A community will help reduce asset failures and other incidents that could arise from a lack of technical B&A competence when undertaking activities across the entire asset management lifecycle. Competent individuals mitigate the risk of functional failure of Buildings, minimising adverse safety, performance, reputational and environmental consequences. 

NOTE: From this point on, for ease of reading “activities across the Buildings and Architecture (B&A) assets portfolio in relation to Network Rail Managed Infrastructure (NRMI) and interfacing third party land and assets” is referenced as “B&A activities”.
