This module applies to all mineral extraction consultations received by Network Rail (NR) that are associated with the following:
a) Surface mines (including quarries);
b) Underground mines;
c) Mineral Waste Tips;
d) Solution Mining;
e) Oil and gas extraction including hydraulic fracturing.
This module applies to the roles identified in Table 1.
This module does not cover the process for dealing with a notice from a Mine Owner informing NR of the intention to work minerals made under The Mines (Working facilities and Support) Act 1923, which is covered in NR/L2/CIV/191/06.
Purpose
The purpose of this module is to define the roles, responsibilities, and procedures for reviewing and responding to Town and Country Planning consultations for mineral extraction.
The most prevalent risk associated with outside party mineral extraction operations is uncontrolled ground movement which could impact on the safety or performance of the railway. Risks associated with drainage, flooding, plant, machinery, rock blasting, lighting, tree planting and trespass have also been identified.
