This module applies to Network Rail and non-Network Rail personnel involved in the management of mining related incidents.

A mining incident is defined as any change brought about by mineral extraction that could have an impact on the safety or performance of Network Rail’s existing infrastructure and assets. Some of the types of mining incident are listed below:

a) Loss of support to the surface as a result of mining activities;

b) Mining related changes to the groundwater regime;

c) Mining induced fissures;

d) Mining related tip or stockpile incidents;

e) Spontaneous combustion associated with mine workings or tips;

f) Quarry or surface mine excavation slope failure;

g) Ground destabilisation caused by surface mining;

h) Damage resulting from blasting carried out as part of a mining operation;

i) Outflow of gas or mine water. 

Purpose

This module assists with the management of mining incidents, which could impact on the safety or performance of Network Rail’s (NR) existing infrastructure and assets.

This module has been prepared in order to mitigate the following main risks:

a) Not identifying mining incidents at an early stage;

b) Inappropriate mitigation of mining incidents;

c) Failure to follow the design assurance process;

d) Undertaking investigation or mitigation works without the required statutory or other consents and / or permissions;

e) Failure to recoup expenditure on the investigation and treatment of mining incidents;

f) Failure to accurately document incident locations and mitigation measures taken.

This module should be read in conjunction with the other modules in the Mining Manual, NR/L2/CIV/191.
