This specification applies to all persons working on or having access to electrical equipment forming part of electrical power supply systems, including distribution equipment and cables, conductor rail systems and DC and AC Overhead Line Equipment.

The specification does not apply to the training requirements for Electrical Control Operators or additional training which may be required for maintenance, renewal and enhancement work, or access to electrical power supply locations, Tunnel Permits or Personal Track Safety certification.

Purpose

This specification specifies the requirements applicable to persons working on or having access to electrical power supply equipment have sufficient technical knowledge, education and experience so that they are competent to carry out their duties without risk of danger to themselves or other persons, and without damage to the equipment concerned.

The specification details the requirements for certification and re-certification of individuals, working on or having access to electrical power supply equipment. These requirements support national competence certification and recording arrangements under Sentinel for these staff.

Through the application of this specification Network Rail shall confirm that only people with an appropriate level of knowledge and experience of railway operations, and understanding of switching, isolation, testing and earthing/strapping of electrical power supply equipment, issuing safety documentation and setting up safe systems of work are appropriately certificated, including Authority to Enter Sub Stations and Electrical Distribution Buildings/switchgear.
