This document applies to works that create a change to the TPCMS configuration, including changes originated from electrical network diagram updates (e.g. Isolation Diagrams, Operation Diagrams, MFDs, CTDs, etc.).
This document applies to:
a) Organisations: Projects (e.g. Infrastructure Projects), Maintenance organisations (e.g. Route Delivery Units), Route Asset Management teams, National organisations (e.g. STE, NRT), and companies working for or on behalf of Network Rail.
b) Types of works: any works (planned or unplanned, project or maintenance) that creates a change to TPCMS or the TPCMS configuration.
c) Types of changes: changes originated from electrical network diagram updates (e.g. Isolation Diagram, CTD, MFD, substation operational diagram, etc.), network updates (e.g. network switches), TPCMS changes (e.g. new functionalities), database changes (e.g. RTU I/O, plant capability, substation / equipment names, etc.).
The scope applies to any works (e.g. electrification project) impacting TPCMS where the works deployment date is after T-2 weeks of the Entry into Service (EiS) for TPCMS rollout, as part of the BBD020 project.
Routes remaining on legacy SCADA systems will continue to use existing processes for changes to those systems whilst they remain operational.
Purpose
The Traction Power Centralised Management System (TPCMS) provides the user interface and the data concentrator for the Network Rail SCADA network. This standard addresses the process required for managing changes on the electrification network that require an update to TPCMS.
This standard mitigates the risk of infrastructure changes not being implemented on time which can compromise electrical safe system of work.
