This standard specifies how to safety validate all organisational changes within Network Rail (as determined in this Standard).

This standard is applicable to any Function, Route, Region, major programme or equivalent, within Network Rail, that is implementing an organisational change. For the purposes of this standard "organisational change" within Network Rail is considered to be any change to:

a) the management or organising of people

b) processes and working arrangement changes that affect the organisation

This standard also specifies how Network Rail discharges the Independent Assessment Body requirements under the Commission Implementing Regulation (EU) 402/2013 - the Regulation on a common safety method for risk evaluation and assessment (CSM RA) for Significant organisational changes.

The application of the CSM RA regulations to technical and operational changes are not within the scope of this standard. This is covered by NR/L2/RSE/100/02 - Application of the Common Safety Method for Risk Evaluation and Assessment.

Where the organisation change affects non mainline railway, CSM RA does not apply; however, requirements of Safety Verification shall still apply. The safety validation process shall be used for organisation changes of the non mainline railway system and the mainline railway system.
