This Network Rail standard specifies the Integrated Engineering Lifecycle for Projects, its phases, engineering phase gate reviews, alignment and interaction with GRIP.
This Network Rail standard applies to all projects that require Investment Authority, as defined within IR01, Investment Regulations, and:
a) enhance or renew the operational railway; and / or
b) are carried out in a high street environment, e.g. car park developments.
NOTE: IR01, Investment Regulations, is available on Connect (IR01 is an internal document available to staff within Network Rail only).
This standard applies to all Network Rail Alliances and Joint Ventures that are within the scope as described above.
The relationship with the Investment Decision Framework (NR/L2/INI/P3M/102), the Programme Delivery Lifecycle, (NR/L2/INI/P3M/102) and Governance for Railway Investment Projects (NR/L2/INI/P3M/101) is shown in figure 1.
Purpose
The Integrated Engineering Lifecycle for Projects (IELCP) ties together project engineering activities, and acts as the integration, assurance and control layer between GRIP and the individual engineering discipline activities. It applies an integrated systems approach for project engineering activities and processes to:
a) help increase consistency across all engineering projects;
b) check the right engineering activities are completed at the right time; and
c) manage and reduce the risks associated with integrating engineering activities.
