This standard specifies the collation of requirements (refurbishments, renewals and enhancements) and the need to change the infrastructure through a coordinated approach by the population of the Route Requirements Management System (RRMS).

Requirements for other renewals (e.g. Information Management, corporate offices and mobile plant) are excluded.

NOTE: The need to renew derives from inspection, maintenance and the requirements set out in the asset management policies and generally documented as workbanks in asset management systems and Route Asset Management Plans (RAMP). The need to enhance the railway network derives from agreements made by Network Rail in Control Period settlements, franchise agreements, published in Route Utilisation Strategies (RUSs) and from third party agreements.

This standard specifies how refurbishments, renewals and enhancements are captured and grouped before the project lifecycle commences and how to document these relationships in multi-disciplinary projects.

This standard mandates Route Requirements Planning Process activity at which requirements are reviewed and relationships identified. As the purpose is to coordinate across refurbishments, renewals and enhancements, only those renewals with the potential for relationships with other renewals or enhancements are considered part of this standard.

This standard mandates the minimum requirements for a Project Requirements Specification (PRS) for projects that have followed the Route Requirement Planning Management (RRPM) process. For projects that are excluded by the scope of this standard the requirements of a PRS can be fulfilled, where asset specific processes exist, with the agreement of the Head of Asset Management (discipline).

In addition to the above this standard introduces roles for ownership and management of requirements.

NOTE: Appendix A process, provides guidance on how the steps outlined in this standard fit within the wider project development activities.

Purpose

The purpose of this standard is to set out the process for collecting, analysing and grouping refurbishments, renewals and enhancement requirements together in capital expenditure (CAPEX) infrastructure projects. These grouped refurbishments renewals and enhancements are documented by Strategic Route and support the Network Rail Business Plan.

This standard also sets out how grouped refurbishments, renewals and enhancements that form the basis of the Project Requirements Specification (PRS) will be produced for multi-disciplinary CAPEX infrastructure projects.

The overall aim is to achieve corporate cost and scope efficiencies by:

a) identifying relationships between renewals, refurbishments and enhancements before the commencement of the "Governance to Railway Investment Projects" lifecycle processes, as specified in NR/L1/INI/PM/GRIP/100 and NR/L2/INI/PM/GRIP/101;

b) where beneficial, the combining of renewals and enhancements activities into single projects;

c) avoiding design specification contradictions between renewals and enhancements activity;

d) clearly stating the related renewals requirements and constraints within the PRS;

e) association of Route Plan requirements between project / programmes;

f) specifying clear operation, maintenance and engineering requirements within the PRS;

g) identifying the roles and responsibilities for managing requirements and producing the PRS.
