This standard is part of the P3M framework, it relates to NR/L2/INI/P3M/101 and NR/L2/INI/P3M/102. It applies to all projects, programmes and portfolios that require Investment Authority as defined in IR01 and:

a) enhance or renew the operational railway; and/or

b) are carried out in a high street environment, e.g. car park developments.

Purpose

This standard sets out a principle-based approach for the management of project, programme and portfolio (P3M) risks in Network Rail to enable:

a) the effective and consistent management of P3M Risk;

b) an understanding of delivery confidence; and

c) P3M risks to be managed in accordance with NR/L1/RSK/001.
