This document applies to Route Business staff who:
a) work on the infrastructure to carry out inspection, maintenance, renewal or enhancement activities;
b) supervise and manage staff above at all levels in the organisation;
c) provide support activities (for example planning, resourcing, administration, safety, health, welfare and environment advice) ; and
d) employing managers of contracts administered by or for Network Operations which involve work on the railway infrastructure.
It also applies to staff in other functions who have defined accountabilities in this document (for example involved in contracts and procurement) and to other groups who operate under this process (for example a group in Route services delivering direct works on the infrastructure).
It specifically covers two processes:
1. a period safety brief to cascade key safety messages and information; and
2. a quarterly standards and controls awareness briefing process to brief changes to standards and controls.
The management of day-to-day correspondence or briefing of other ad hoc documents is not within the scope.
This process does not cover the requirements for Technical Briefing. They are set out in NR/L2/CSG/STP001.
Purpose
This standard describes the process for the briefing of general, safety and technical information to:
a) staff in Network Rail’s Route Businesses within the scope of this document; and
b) Maintenance contractors employed in contracts administered in Route Businesses.
The process is designed to achieve a thorough and consistent approach to briefing to mitigate the risk of staff (including contractors) not being made aware of key safety messages and changes to standards and controls.
