This specification is applicable to all functions that plan work and access on the railway infrastructure, including Infrastructure Maintenance, Infrastructure Investment, National Delivery Service, Integrated Planning Group and Operations & Customer Service. This includes the planning of engineering trains for maintenance, renewals and major projects activity. It does not cover the planning of train services for Network Rail's passenger and freight customers.

Purpose

This cross-functional procedure describes the series of meetings that are required to bring together the planning of work and access on the railway infrastructure. It is an outline of the planning process but not a fully developed process. Each function of Network Rail shall establish their own functional procedures to implement planning within the framework defined by this document.

The text of the procedure itself is a brief explanation of the meetings and the activities that have to occur between them. For full details of the meetings refer to Appendix A "Work and possession planning process: meetings management pack". This describes the purpose of the meetings, attendees plus inputs to and outputs from them.
