This standard applies to all construction work undertaken by or on behalf of Network Rail and covers any asset owned, managed, or occupied by Network Rail.

This standard does not apply to the planning and management of works that are not defined as construction work (non-construction work) under the Construction (Design and Management) Regulations 2015. This standard provides a framework for recording arrangements made during the planning and management of construction work and specifies the content, order and minimum information headings for:

a) Construction Phase Plans (CPP);

b) Work Package Plans (WPP); and

c) Task Briefing Sheets (TBS).

NOTE 1: Where the term “Method Statement(s)” is found within Network Rail Standards and the Rulebook GE/RT8000 the Work Package Plan and Task Briefing Sheet meet the requirements of the term “Method Statement”.

The WPP and TBS templates might not apply to works that are delivered by Infrastructure Maintenance that are controlled by NR/L3/MTC/RCS0216, Risk Control Manual where the Task Risk Control Sheets already cover the risks for the proposed work and on site conditions. See section 6 for more information.

Organisations undertaking non-construction work may use the processes and documentation detailed within this standard to help discharge their duties under the Health and Safety at Work etc. Act 1974, Management of Health and Safety at Work Regulations 1999, and Workplace (Health, Safety and Welfare) Regulations 1992.

NOTE 2: The use and application of the CPP, WPP and TBS templates do not constitute a risk assessment and do not remove an organisations requirement to undertake and document suitable and sufficient risk assessments according to its legal duties. Risk assessments should be available upon request to allow dutyholders and others involved in the construction work to examine and review risk assessments to enable them to gain further detailed understanding. It is not necessary to overburden CPPs, WPPs and TBSs with complex and detailed risk assessments. The CPP, WPP and TBS should convey information succinctly and be relevant to its audience.

Purpose

The implementation of this standard:

a) allows for the right information to reach the right people at the right time for them to do their job safely;

b) contributes to the safe management and control of work and tasks at a site of work; and

c) provides a consistent layout, content and information headings for Construction Phase Plans, Work Package Plans and Task Briefing Sheets.
