This module describes the process to plan the use of OTP.
It applies to these roles:
a) Planner;
b) Lift Planner;
c) Competent Person;
d) Principal Contractor; and
e) Plant Operator License Holder.
Anyone appointed to one of these roles should hold the relevant Sentinel competency.

Purpose
This module mitigates these high level risks:
a) compliance with legislation (LOLER, PUWER, HASAW);
b) runaway/failure to stop on demand, e.g. on-track plant (OTP) running away on a gradient;
c) mobile elevating work platforms (MEWP) becoming out of control, e.g. MEWP operator being crushed under a structure;
d) collision, e.g. collision between a road rail vehicle (RRV) and an on track machine (OTM);
e) overturning, e.g. RRV overturning during lifting operations;
f) damage to assets, e.g. RRV or its load hitting a passing train during any lines open to traffic (ALO) operation;
g) derailment, e.g. trailer being loaded incorrectly; and
h) staff injuries, e.g. Operator being trapped between machine and infrastructure or machine and machine.
