This standard describes:

a) the activities to be undertaken by industrial vehicle operators/owners or entities in charge of maintenance (ECM) to allow industrial vehicle(s) gaining access to Network Rail managed infrastructure (NRMI) without a safety certificate;

b) requirements for operators that need to comply with to gain access to NRMI; and

c) the safety management processes for the operation of industrial vehicle(s) on NRMI.

This standard applies to private owners who wish to operate industrial vehicle(s) on NRMI identified as functionally separate.

Purpose

The implementation of this standard supports Network Rail in:

a) meeting its licence conditions;

b) its obligations under health and safety law; and

c) managing the level of imported risk (such as loss of control, fire, collision, derailment etc.) to Network Rail managed infrastructure by privately owned industrial vehicles or locomotives.
