This Level 2 standard applies to maintenance or project works to alter Network Rail's infrastructure, or with the potential to affect the fitness for purpose of the Network Rail Infrastructure. It is mandatory for all work with signalling content which requires testing to NR/L2/SIG/30014.
This excludes the like-for-like replacement testing procedures that can be undertaken within the scope of NR/L3/SIG/11231.
When extensive and simultaneous like-for-like replacement or reinstatement is planned, including when work is performed in accordance with the "as built" maintenance records, then this Signalling Works Testing suite of documents shall apply. Responsibility for determining what is "extensive and simultaneous" shall be with Professional Head (Signals & Telecoms) or delegated person.
Purpose
This document is part of the suite of documents contained within the Signalling Works Testing Handbook, NR/L2/SIG/30014, which together detail the requirements for signalling works testing activities.
Alterations to or new signalling equipment is normally tested in accordance with the Signalling Works Testing techniques as described in NR/L2/SIG/30014/A110. Signalling Works Testing is intended to prove equipment and systems work safely and reliably in situations where equipment is new or alterations have been made that have not previously been tested. When equipment is changed like for like, such rigorous testing is unnecessary as the signalling equipment was previously working; therefore Signal Maintenance Testing techniques as defined in NR/L3/SIG/11231 can apply.
There are also circumstances when it is appropriate to consider alternative techniques. Two alternatives are included in the Signalling Works Testing suite of documents; NR/L2/SIG/30014/A210 Design and Testing Processes for Minor or Repetitive Alterations, and NR/L2/SIG/30014/G110 Signalling Non-Conceptual Works and Emergency Testing.
This Level 2 document defines how the testing procedures most appropriate to the work shall be selected, and also identifies which testing standards shall be complied with while undertaking the testing.
