This business process defines the approval process to be adopted in respect of all Signalling Schemes that make alterations or otherwise impact on the functionality of signalling installations on Network Rail Managed infrastructure.
The process is to be applied to all Works affecting Network Rail Signalling and level crossing infrastructure. The Network Rail Designated Project Engineer (defined in NR/L2/INI/02009) is responsible for application of this process. The requirement for approval of signalling schemes and level crossing protection applies to all projects which make alterations to Network Rail signalling installations irrespective of what organisation or discipline is sponsoring the works.
Level crossing ground plans are not within the scope of this review process although a draft ground plan will be a document used in the review of level crossing protection arrangements.
Purpose
This business process delivers signalling and level crossing schemes that are consistent in interpretation and application of principles across the Network. The application of this business process gives a level of assurance that the signalling proposal and the protection system choice for level crossing is fit for purpose.
This review process also forms part of the Safety Verification Process, as required by the ROGS regulations or TSIs (as appropriate). This business process supports the requirements of company standards particularly those relating to the signalling design process in NR/L2/SIG11201.
