This document applies to all projects deemed to be Modular Signalling Schemes and being implemented on Network Rail infrastructure.

The handbook contains principles and derogations which may only be used in the context of a Modular Signalling Scheme and use in any other context or project type is not supported by this handbook.

This document sets out best practice guidance on the commercial and contracting aspects of a Modular Signalling scheme, identifying the difference of approach needed to achieve the significantly lower SEU target rate. Other approaches may be adopted but must be demonstrated to the project sponsor to offer a better cost outcome compared to the one described in this document.
