This standard applies to:
a) New or upgraded fixed transmitters on Network Rail land or property, whether mounted on towers, buildings or other structures.
b) Sites proposed to be installed adjacent to the operational railway.
c) New and upgraded fixed radio transmitters within 100m of Network Rail track or buildings.
d) In-building systems
e) Point-to-point communications systems.
f) New and upgraded fixed transmitters in or close to a tunnel.
This standard does not cover:
a) Radio equipment or tower maintenance requirements.
b) Mobile transmitters which are subject to separate approval via product acceptance. This includes train-borne radio systems.
c) Approval of the fixed transmitter systems.
Purpose
Radio transmitters can cause various direct (biophysical) and indirect health effects and potentially interfere with Network Rail operational systems, including Signalling & Telecommunications (S&T) systems.
This standard specifies the maximum allowable radio frequency field strength of fixed installation of radio frequency transmitters to:
a) Protect Network Rail workers and contractors on Network Rail property
b) Protect passengers, and
c) Limit Radio Frequency (RF) interference for the operation of trackside systems.
Following this standard should prevent the installation or continued operation of transmitters which could adversely affect passenger or worker health, impose unacceptable restrictions on maintenance or affect the future positioning or continued operation of rail infrastructure.
The clearance process provided in this standard is designed to reduce the risk of fixed radio frequency transmitters adversely affecting people and systems to as low as reasonably practicable (ALARP).
