This standard applies to anyone designing or building fibre network termination points (NTPs) fibre distribution systems, and end-user fibre connections to be connected to Network Rail's fibre asset.
This standard specifies the:
a) principles to be applied when designing or building fibre infrastructure for connecting services to Network Rail's fibre asset, and
b) parameters to promote consistent optical fibre cabling architecture throughout Network Rail’s estate; and
c) permissible optical loss and configuration of fibre distribution systems and end-user connections that will extend and preserve their reliability, availability, and maintainability.
The design principles and parameters set out in this standard apply to all designs and constructions that grow, change, renew, modify or repair fibre distribution systems, NTPs, and end-user fibre connections.
The contents of this standard do not cover fibre infrastructure used to support information technology (IT) services or applications.

Purpose
The purpose of this standard is to set out the principles and considerations that Designers and builders are to apply when designing, constructing, adding to, or modifying fibre distribution systems, Network Termination Points (NTPs) and end-user connections that connect services to Network Rail’s Fixed Telecoms Network (FTN), extended Fixed Telecoms Network (FTNx) or high capacity fibre cable (HCFC) fibre networks.
The primary objectives of this document are to apply a consistent approach that will simplify connection of services to the fibre networks and to facilitate reliability, availability, and maintainability of the optical fibre systems and the services operated over them.
Compliance with these requirements will maximise the performance of Network Rail’s fibre distribution infrastructure and end-user fibre connections and control the risk of its failure to sustain the services that it supports.
