This module of NR/L2/TRK/001 specifies:

• minimum frequencies for routine visual, ultrasonic and geometry recording inspections;

• processes for carrying out these inspections;

• details of those track geometry faults and rail defects which, if found, require immediate blocking of the line to traffic or imposition of an emergency speed restriction;

• methods for detailed inspection of certain major track components;

• maintenance of permanent way including lineside items.

Additional requirements specific to the inspection and maintenance of S&C are specified in NR/L2/TRK/001/D01.

Additional requirements specific to continuous welded rail (CWR) are specified in NR/L2/TRK/3011.

Unless otherwise stated, this specification applies to all running lines and sidings open to traffic. Particular requirements at leased depots are specified in RT/CE/S/037.

This module applies to permanent way that is undergoing renewal, or is in a temporary condition in connection with underbridge or other works, as well as to permanent way which is in normal maintenance. In these cases the principal objective of inspection is to manage risk imported by the works concerned (e.g. temporary rail joints, unconsolidated ballast and unstressed CWR). The specific responsibilities and scope shall be detailed in the Asset Management Plan (AMP) for the project.

Purpose

NR/L2/TRK/001 is a system specification that gives the minimum requirements for the inspection and maintenance of Network Rail's permanent way.

NR/L2/TRK/001 has been divided into five modules and incorporates all the relevant Letters of Instruction, which are now withdrawn. It has been extensively revised.

It incorporates clauses 6, 7, 8, 9, 16, 17, 18, 19, 20, 21 and 24, and Appendices A, B and H of NR/L3/TRK/001 Issue 3. It also incorporates Letters of Instruction NR/BS/LI/047, NR/BS/LI/067, NR/L2/LI/105, Issue 2, NR/L2/LI/109, NR/L3/LI/112 and NR/BS/LI/142.
