2.1 Structures and Fabric scope

This part of the handbook is for Operational Property structure types are listed as Structure Category E in Appendix A to NR/L1/CIV/032 and Structure Category G in Appendix A to NR/L1/CIV/032. The types typically included are:

a) stations (franchised and Managed by Network Rail);

b) lineside buildings (critical, non-critical and redundant);

c) light maintenance depots;

d) maintenance delivery units;

e) route Services depots.

The following Operational Property assets included in this part of the handbook are:

f) buildings (all types);

g) platforms (operational and non-operational);

h) footbridges;

i) canopies (including waiting shelters but excluding footbridge canopies, as these are included as part of the footbridge);

j) train sheds and Depot Sheds;

k) elevated vehicle forecourts and ramps;

l) retaining walls;

m) access Roads and Car Parks (including Multi-storey);

n) rafted Structures and Basements

o) environs including Access Routes, Curtilages, Fencing & Gates.

p) ancillary structures:

advertising Hoardings;

DOO Equipment;

elevated trackside water tank support structures;

equipment support structures (excluding OLE), lighting support structures, cantilever portals (including lattice towers) within Station and Depotenvironments;

equipment support by canopies;

hoist or drive support structures;

inspection pits set into the track;

raised walkways and access systems, including train access in depots;

Supports to raised track in inspection areas within depots;

Station Totem Poles;

Water retaining structures (but not reservoirs).

2.2 M&E Scope

The Fabric elements of Mechanical & Electrical Assets are included in the Structures and Fabric scope. This includes identifying equipment types, installation dates, manufacturer (see measurement rules), but does not include serviceability.

The serviceability elements of M&E are covered through electrical testing and inspection (ET&I) in accordance with BS 7671. For Franchised estate this is undertaken by the Franchise Operator on a five-yearly cycle for Stations and three yearly for Depots.

 

Purpose

The purpose of this module is to define the requirements, give guidance and recommendations for recording findings from an examination of Operational Property Structures including building fabric and M&E as structured data. The current storage facility for this structured data is the Operational Property Asset System (OPAS).

Recording examination output information in a predefined structured manner allows Network Rail to manage its assets in a more efficient way reducing risk of injury or functional failure.
