This module sets out the requirements for the management or execution of street works defined as major bridge or major transport works. It covers the way in which Network Rail executes their major bridge and major transport works to derive the greatest benefit from the cost sharing regulations. 

It applies where existing statutory undertaker apparatus requires diversion or protection from the planned major bridge or transport works. 

NOTE 1: Works promoters from Capital Delivery are most likely to encounter this scale of asset reconstruction or substantial transport works.

NOTE 2: Routine utility work by statutory undertakers on their assets in the highway is not covered by this module. The legislation does not provide for the recovery of the cost of consultation and therefore costs lie where they fall.

NOTE 3: This covers where deferment of renewal and betterment form part of allowable costs (see 11.10) the Measures Necessary Where Apparatus is Affected by Major Works (Diversionary Works) –a code of practice.

Diversion of Network Rail apparatus are outside the scope of this module.

Purpose

The purpose of this module is to mitigate against the risk of paying for 100% of the diversion of utility apparatus in advance, and to benefit from sharing costs, as provided under the New Roads and Street Works Act 1991 sections 84 and 85 (Section 143 and 144) thereby deriving a discounted percentage against the overall cost.
