This work instruction describes the process to be followed when producing, procuring, approving, managing and maintaining the content of T&AS.

It applies to all Network Rail T&AS which:

a) award a Network Rail competence which may or may not appear in the Sentinel System;

b) have a safety or business requirement to be controlled;

c) will be Network Rail Training branded.

Purpose

This work instruction provides guidance and direction for Network Rail employees, and those acting on their behalf, so that training is appropriate, efficient, effective and safe.

This process serves as a guiding framework for creating effective training and assessment solutions

This work instruction:

a) controls the risk of unsafe and inefficient working practices due to the implementation of unsuitable training and assessment solutions (T&AS);

b) uses selected elements taken from Systems Approach to Training (SAT) and Analyse, Design, Develop, Implement and Evaluate (ADDIE) to provide a uniform, logical process to be applied to the production and maintenance of all T&AS.

NOTE: It states which activity are mandatory and provides guidance on how to achieve these mandatory requirements when developing a training and assessment solution.
