This module applies to all Regions/Routes except Southern Region.
It applies to all persons required to undertake work near any of the following insulated HV cables on Network Rail owned property:
• non-traction HV cables,
• substation to substation insulated auto transformer feeder (ATF) cables (i.e. ATF circuits isolated only from within distribution sites, and with no partial section comprising overhead line),
• 25kV independent feeder cables,
• transmission network operator (TNO) HV cables,
• distribution network operator (DNO) HV cables or
• other third-party HV cables.
The nature of the work that is to be undertaken in the vicinity of the HV route is defined within the scope of NR/L3/ELP/22001.
This process excludes any assessment in respect of working near AC electrified lines in accordance with NR/L3/ELP/29987, NR/L3/ELP/25000 or DC electrified lines in accordance with NR/L3/ELP/27051 (Liverpool), NR/L3/ELP/27052 (Northern City Line) or NR/L3/ELP/3091 which is conducted separately and in addition to this process if required.
NOTE: A further update to this module is proposed and this will cover working near to all 25kV cables. In the interim, working near 25 kV cabling that forms part of the OLE contact system (i.e. ATF, cross track feeders, etc) will be accordance with NR/L3/ELP/29987 or NR/L3/ELP/25000 (future).
Purpose
To confirm the process for the assessment and control of risks when working near high voltage (HV) cables and cable routes on all Regions/Routes except Southern Region.
