The contents of this standard are applicable to:

a) Suppliers who are supported by Network Rail Contracts and Procurement as either Principal Contractors and / or Rail Plant Operating Company in Possessions on Network Rail Managed Infrastructure.

b) Licensing will only apply to Principal Contractors and Rail Plant Operating Company in Possessions, working for Investment Projects, on Network Rail Managed Infrastructure.

The Licensing Process does not apply to those suppliers working exclusively for Network Operations (Maintenance). This organisation discharges the duties of Principal Contractor and Rail Plant Operating Company in Possessions in its own right.

Purpose

This standard sets out the management system requirements for suppliers prioritised by Network Rail for either a Principal Contractor Licence (PCL) or a Rail Plant Operating Company in Possessions Licence (POL).

This standard brings together the requirements for suppliers engaged in contracts directly with Network Rail, either as a Principal Contractor or as a Rail Plant Operating Company in Possessions Licence holder.
