This module applies to all Level of Control (LoC) 1 and 2 projects and programmes.

Purpose

This module is part of the NR/L3/INI/P3M/129 Planning and scheduling manual.

The purpose of this module is to outline the requirements for establishing a set of consistent measures which support the delivery ‘to time’ performance across the investment portfolio of Level of Control (LOC) 1 and 2 projects. This module mitigates the risks of inconsistent planning, measurement and recording across the portfolio and the reputational fallout for failure to achieve committed milestones.

It defines consistent criteria for the measurement of mandated milestones and allows Network Rail to reliably and consistently record the failure or success to achieve these milestones.
