This manual and its associated modules specify the principles to be adopted for, and the roles and responsibilities associated with, controlling project stages as part of the Governance of Railway Investment Projects (GRIP) project delivery framework. This manual and its modules is part of the P3M framework and relates to NR/L2/INI/P3M/101. It applies to all projects and programmes that require Investment Authority as defined within IR01, Investment Regulations, and: a) enhance or renew the operational railway: and / or b) are carried out in a high street environment, e.g. car park developments.

Purpose
The purpose of this manual and its modules is to define and mandate the processes for controlling individual project stages from initial concept to close out. It supports NR/L3/INI/P3M/123 which is included in the P3M Framework, NR/L2/INI/P3M/101. This manual and modules will reduce the reputational and financial risk related to the delivery of complex projects.
