This module specifies the process for recording, updating and consolidating the key data within project schedules, which is used to produce the national consolidated plan. The national consolidated plan is drawn directly from the source planning data held by the Regional Network Rail Project delivery teams.

It applies to all rail infrastructure work which requires:

a) disruptive possessions; and /or

b) key plant,

c) key manpower,

This module specifies the process, roles and responsibilities for developing the national consolidated plan.

The consolidated plan does not replace, and should not conflict with, any other route, 3rd party or other national integration planning processes. It takes outputs from these plans and provides a national view which can be shared both internally and externally with other stakeholders and industry partners. Figure 1 shows how the planning hierarchy works.

Purpose

The purpose of this module is to provide visibility of planned resources, plant and access requirements to inform the future resourcing needs of the business. The process supports the avoidance of key resource clashes as early in the project lifecycle as possible, mitigating the risk of non-delivery of strategically important projects due to unresolved resourcing issues.

This module defines a consistent approach to the recording, updating and consolidation of key resource data within project schedules to be applied by all Network Rail delivery teams. The consolidated plan produced is used to inform the business of any access and critical resource constraints / conflicts that arise and allow fact based priority decisions to be made.
