This procedure applies to the planning and documenting of the safe system of work arrangements for working on or near the running line, as required by NR/L2/OHS/019 "Safety of people working on or near the line". It does not repeat the requirements of NR/L2/OHS/019 but defines how compliance will be delivered.

It does not define the processes for arranging track access through T3 possessions, T2 or T12 blockages of the running line through the Possession Planning System (PPS) - that is defined within NR/L2/NDS/PL202 & NR/L3/NDS/PL303

This document also applies to the National Delivery Service (NDS) Safe System Of Work planners when planning safe access for their possession management staff.

Purpose

To define the process for:

• pre-planning of safe system of work arrangement for use at site; or

• the provision of either the part completed "COSS pack" documents to the Controller of Site Safety (COSS) or Individual Working Alone (IWA); or

• in exceptional circumstances; provision of information so that the documents can easily be completed at site by the COSS or IWA as required by NR/L2/OHS/019.
