This procedure applies to all isolations that are controlled by Network Rail's Electric Control Operators (ECOs). Isolations are pre-arranged blockages of the line to electric trains (BTET), switching off and securing of circuit breakers and section switches to isolate the conductor rail equipment (CRE), the subsequent testing and earthing of the CRE and the issue of conductor rail permits.
It also includes the application of or amendment of BTET notices that either do not require an isolation or need to remain in force following the relinquishing of an isolation.
It does not include local isolations or isolations carried out under emergency procedures.
This document does not intend to repeat all clauses of the DC Working Instructions. Where there is ambiguity, the DC Work Instructions take precedence over this document.
The process for the delivery of DC isolations is excluded as it is described in detail in the differing DC work instructions for the relevant areas.
Purpose
This procedure details the process to make sure that all DC isolations are planned in accordance with the DC working instructions relevant to the Infrastructure Maintenance area involved and NR/L2/MTC/0056 "Specification for work and possession planning for the railway infrastructure (meetings management pack)".
