This EMP applies to infrastructure projects delivered by Network Operations.
NOTE This standard should be read in conjunction with NR/L2/INI/02009. It has been re-arranged so that the clause numbers match those in NR/L2/INI/02009 up to clause 8, clauses 9 to 12 are specific to this standard.
The Engineering Management Plan for Projects provides the mechanism to address the technical requirements (principally the Designer's duties as per Regulation 11) of the Construction (Design and Management) Regulations 2007 (CDM Regulations) as defined by NR/L2/INI/CP0047 Application Of The Construction Design And Management Regulations to Network Rail Construction Works. This may also be contained in the Project Management Plan.
This standard applies to all notifiable projects under the CDM Regulations and all projects with conceptual or non-templated design.
Projects which are not notifiable and where there is no design (like for like renewals or renewals in modern equivalent form which do not require design) or the design is non-conceptual or templated may rely on the controls in NR/L3/MTC/RCS0216 Risk Control Manual and where applicable instructions associated with the nonconceptual or templated design may rely on those arrangements as an alternative to this standard.
NOTE 1. where a project is notifiable or the works activities are not covered by the Task Risk Control Sheets then the full requirements of NR/L2/INI/CP0047 apply including the requirements of NR/L3/INI/CP0044 Work Package Planning.
NOTE 2. The intention of Engineering Management is to address technical risks from physical works which affect more than one engineering discipline and where those works change the infrastructure in a way which is captured on a permanent design record and where those changes involve ‘conceptual' changes which are required to be undertaken by a specifically competent designer. The majority of maintenance delivered renewals are expected to fall outside of the scope of this standard although the practices required of the Departmental Engineering Manager are sound technical line management requirements which should effectively be applied in managing the delivery of all activities on the infrastructure.
Purpose
This document is the Engineering Management Plan (EMP) for Infrastructure Maintenance, Network Operations. It complies with NR/L2/INI/02009 Engineering Management for Projects.
