Reason for withdrawal:

NR/L3/OHS/019-IP has been causing confusion and has contributed to a number of safety incidents.  The Principal Workforce Safety Specialist met with the Heads of Safety & Sustainable Development in Capital Delivery to gain their  consensus on withdrawing the standard. Discussions were also held with Infrastructure Safety Leadership Group (ISLG).  Also, during this time a number of Derogations were received against the standard by a number of Principal Contractors as they  requested to work to the Level 2 on their sites.  A working group was then held with the industry to gain their views on the standard. During this time the Safe Work Leader (SWL) competences were extended by a year while a decision was made on withdrawing the Level 3 standard .

Users will now follow the level 2 standard NR/L2/OHS/019.

This work instruction defines the principles and process for applying the role of Safe Work Leader (SWL) as a person in charge for Infrastructure Projects and its supply chain when working within an Infrastructure Projects site of work, for example:

a) the capability of Person in Charge (PIC) as described in NR/L2/OHS/019;.

b) any person appointed as a SWL for work will undertake the responsibilities and accountabilities of person in charge;

c) any individual working alone (IWA) or SWL working alone will be appointed person in charge for solitary activities permitted by the Rulebook.

This standard supports NR/L2/OHS/019.

NOTE: All references to the role of Safe Work Leader or its abbreviation (SWL) in this work instruction refer by definition to any of these roles:

  • Safe Work Leader 1 – (SWL1)

  • Safe Work Leader 2 – (SWL2)

  • Safe Work Manager - (SWM)

Purpose

This work instruction sets out the arrangements for all Infrastructure Projects functions and its supply chain to implement the Planning and Delivering Safe Work process. It reduces the risk of incidents and accidents by:

a) increasing clarity associated with responsibilities;

b) enhancing the planning process by involving those delivering the work;

c) reducing the number of uncontrolled or late changes to the plan.
