The requirements of this standard apply to Network Rail and its contract employees who require a driving cab pass as part of their duties within their post / task aligned to their job description and role, whilst working on Network Rail managed infrastructure only. The standard defines:

a) eligibility criteria for obtaining a driving cab pass;

b) the type of driving cab pass required;

c) the application process, validation and renewal of a driving cab passes;

d) driving cab protocol requirements; and

e) the requirement for keeping a record of use.

For the purposes of this standard, Network Rail managed infrastructure excludes all high-speed infrastructure managed by Network Rail and the boundary points with the conventional domestic network (see sub-clause 8.7) and all other private infrastructures.

Purpose

This document allows Network Rail employees and its contract employees to conduct safe and efficient inspections of Network Rail managed infrastructure from the driving cab of a train for inspection and maintenance and also may be necessary to observe how trains or drivers interact with the infrastructure and the environment around the infrastructure.

It also enables Network Rail to meet its cab access control obligations under Department for Transport security instructions and the obligations towards train operator duty holders who are responsible for the safety critical driving cab environment. This process manages access to train cabs through the provision of cab passes to limit the potential for unauthorised access.
