The requirements of this procedure apply to individuals that undertake response, control and command roles as part of the formal incident command structure that is mobilised in response to an incident that effects the safe and efficient day to day running of the railway. It focuses on the roles that are adopted specifically within the Operations functions.
The skills and activities outlined in the competence standard are considered to be good practice in the management of other significant operational incidents.
It covers those undertaking roles at strategic, tactical and operational level. There are a number of other functions that provide a key supporting role in railway incident management such as maintenance, telecoms and safety. The requirements of this procedure apply to these functions in as much as some roles within them can benefit from having incident management awareness training to better understand the incident command structures and how they work.
Those requirements relating specifically to stations applies to all common or exclusively controlled areas of Network Rail Managed Stations except:
• St Pancras (Midland Road) Station, where this is covered by the St Pancras International Station arrangements.
• Stations where the Train Operators lead with the development of the plans as the Service Provider to Network Rail Infrastructure Limited. Any alternative arrangements will be documented via Safety Validation or approved Statement of Arrangements.
PURPOSE
This procedure details the competency framework and associated processes to train, assess, develop and continually confirm the competence of those involved in the management of railway incidents.
The competence framework sets out the knowledge and skills required to be able to understand, analyse, respond, manage and recover from incidents affecting the operation of the railway, including how to work effectively together with other incident response agencies. It does this for those working at an operational, tactical and strategic level within Operations when a formal command structure is implemented in response to a major incident.
