This procedure applies to lineside infrastructure failure, fixed terminal failure and cab mobile failure and has been developed to all those using authorised radio systems on Network Rail infrastructure.
It excludes contingency plans for GSM-R cab mobile radio failures. Arrangements for train radio failures are included in train operator specific contingency plans for defective on train equipment produced in accordance with RIS-3437-TOM and RIS-3780-TOM.
It excludes failures in relation to Radio Electric Token Block (RETB) Regulations.
PURPOSE
This procedure gives details and guidance of what to do in the event of radio communication failure to maintain an operational railway. It defines the actions required to be taken by Route Operations Control in respect of GSM-R system failures and planned outages.
The procedure covers the requirements for contingency plans that are in place to:
a) mitigate any potential impact to trains services resulting from a GSM-R system failure / outage;
b) check contingency arrangements are implemented in a consistent manner; and
c) allow for local variation to the process through Dynamic Risk Assessment (DRA) (see NR/L3/OPS/045/3.06) and dependent upon the system functionality available.
In areas signalled using ERTMS Level 2, a failure of GSM-R may affect data messages required by the signalling system as well as voice communications.
