This module specifies the processes, roles and responsibilities associated with the referencing of documentation as part of the Project Acceleration in a Controlled Environment (PACE) project delivery framework.

This module is part of the Capital Delivery Core Process and relates to NR/L2/P3M/201, it also supports NR/L2/INF/02220.

It applies to projects that require Investment Authority as defined within IR01 Investment Regulations and enhance or renew the operational railway.

This module specifies the document referencing taxonomy to be applied to all document references.

Along with the document reference, this module includes the definition of the revision and suitability codes associated with document references. This is required to support the export of documents from information management systems where the file name, as a minimum, needs to retain the document reference plus the revision and suitability code to preserve the documents status and uniqueness.

This document applies to all controlled documents (defined in NR/L3/P3M/131/01) whether graphical, non-graphical or textual, created as part of a project information lifecycle. This includes native CAD and renditions of CAD documents.

Purpose

The purpose of this module is to allow NR to progressively adopt industry best practice in document referencing, as defined by BS1192, and create a consistent document referencing system for all controlled project documents and contributing to delivering best value from information management support.

It is also the purpose of this module to support progressive adoption of all BS1192 Standards and processes, collectively known as Building Information Modelling (BIM), on all projects, to achieve best practice and best value in infrastructure project execution and support the asset management lifecycle.

Furthermore, this document will be used to manage and control the use of all existing document referencing systems, providing a roadmap for them to transition to BS1192 and progressively decommission legacy reference systems over time, except for retention for archiving purposes.

The approach is based on best practice within industries that undertake major infrastructure projects and practice recommended by the major professional bodies. Implementation of this module will reduce the reputational and financial risk related to the delivery of complex projects.
