This module is applicable to the Supply Chain Operations managed fleet where Network Rail is identified as the Entity in Charge of Maintenance (ECM) on the National Vehicle Register (NVR).

This module is applicable to all SCO teams responsible for the engineering and management of SCO T&RS and OTM assets.

The Engineering Change process is applicable to all changes including;

a) acquisition of new, or second-hand, T&RS assets.

b) changes to design and construction of T&RS assets.

c) changes to maintenance practices, instructions or periodicities.

d) changes to operating instructions.

e) changes to operation or use, for example; maximum speed, payload, or routes.

f) changes to T&RS components or spares.

g) changes which affect the interaction of the asset with the infrastructure or other railway equipment.

h) derogations, deviations, and non-compliances against standards.

i) deferral of high-risk maintenance events.

j) trials and test trains.

k) disposal of T&RS assets and components.

SCO owned assets which have a third-party ECM identified in the NVR are not in scope of this module.

On-Track Plant (OTP), Mobile Depot Plant (MDP) and Fixed Depot Plant (FDP) are not in scope of this module.

This module excludes the safety validation of organisation changes; these are managed in accordance with NR/L2/HSS/020.

Purpose

This module provides requirements and procedures to enable Supply Chain Operations (SCO) to comply with Railways and Other Guided Transport Systems (ROGS), with the requirements of NR/L1/RMVP/0001 and NR/L2/RMVP/0090 (where specified) and enables the implementation of an ISO 55001 compliant Asset Management System (AMS) within SCO.

This module provides instructions on the completion of Engineering Change requests for the Supply Chain Operations (SCO) managed fleet.

The Engineering Change process provides an auditable record of the change, so that;

a) Compliance with legislation and standards can be demonstrated

b) Risks associated with the change are identified and effectively managed

c) Configuration of assets can be controlled

d) Additionality can be considered for future changes

The application of the requirements and procedures contained within this module mitigate the following high-level risks:

a) Non-compliance with legislation and regulatory requirements.

b) Maintenance safety risks posed to staff undertaking maintenance on Network Rail On-Track Machines (OTM) and Traction and Rolling Stock (T&RS) assets.

c) Operational safety risks posed by Network Rail OTM and T&RS assets when operated on Network Rail managed infrastructure.
