This work instruction outlines the requirements for undertaking a readiness review process of signalling testing activities in advance of commissioning and identifies the relative timing of each activity prior to commissioning.

It also documents the process for the identification and management of critical Signal Testing resource in order to:

a) understand the requirement for what Signal Tester resource is needed and when;

b) understand the Signal Tester capacity constraint from the Supply Chain;

c) resolve a workable schedule that can be resourced.

This work instruction applies to all Projects and Programmes of work undertaken on Network Rail infrastructure by the Regions and Functions that contain a requirement for signalling testing in accordance with NR/L2/SIG/30014.

It does not apply to reactive Maintenance activities or Emergency Works.

Purpose

This work instruction provides Network Rail with a framework to manage and reduce the risks associated with signalling pre-commissioning testing activities on Projects and verify readiness for commissioning by ensuring that an appropriate level of assurance is undertaken at key points in advance of commissioning.

It applies a scalable approach in order to:

a) check the required signalling pre-commissioning testing activities are completed at the right time prior to T-0 hours;

b) manage and reduce the risks associated with signalling pre-commissioning testing activities; and

c) provide consistency in the readiness review process applied across projects that undertake signalling alterations and signal works testing activities.

This work instruction also introduces a process to:

a) provide national visibility of the requirement for Signal Tester resource;

b) provide a consistent approach to the management of Signal Tester resource through the Signal Tester Diary;

c) allow management of critical Signal Tester resource to meet commissioning requirements;

d) allow the planning and prioritisation of Signal Tester resource where demand for resource exceeds capacity; and

e) allow compliance with the following standards to be achieved; NR/L3/INI/P3M/132/01, NR/L3/INI/P3M/132/02 and NR/L3/INI/CP0064 Delivering Work within Possessions.
