This Network Rail standard specifies a consistent method of data entry to SINCS. It specifies the type of information to be included for each section of a SINCS record
It applies to all new SINCS records, and open records where this can be accommodated.
Purpose
This standard provides a means of a consistent method of data entry to SINCS (Signalling INCident System), a subset of Fault Management System (FMS) data.
SINCS provides the means by which the management of serious failures and incidents is recorded. It enables the current status of each failure/incident to be determined. The system provides a means for reviewing actions taken in the investigation of these failures/incidents confirming that appropriate remedial work is completed.
SINCS records are initiated by the input of failure data into FMS when the failure is classified as a wrong side failure (i.e. importing High Risk or Low Risk to the signalling system) or by the creation of an incident record. Details of managing the SINCS process is contained in NR/L2/SIG/10047, Management of Safety Related Reports for Signalling.
The amount of information contained in each record varies according to the complexity or nature of the failure/incident. To enable records to be reviewed at any level, it is important that the information is accurate, auditable, cross-referenced to other documentation, complete, up-to-date, coherent, and that it addresses both immediate and underlying deficiencies.
It is important that the record contains concise information to enable those engineers not directly involved with an investigation to understand the failure/incident, its causes and actions taken.
