This standard applies to: 

a) New or upgraded fixed transmitters on Network Rail land or property, whether mounted on towers, buildings or other structures. 

b) Fixed or temporary sites proposed to be installed adjacent to the operational railway. 

c) New and upgraded fixed 3rd party radio transmitters within 100m of Network Rail track or buildings. 

d) In-building systems

e) Point-to-point communications systems.

f) New and upgraded fixed transmitters in or close to a railway tunnel.

This standard does not apply to train borne radio and telecommunication systems.

Purpose 

Radio transmitters can cause various direct (biophysical) and indirect health effects and potentially interfere with Network Rail managed operational systems, including Signalling & Telecommunications (S&T) systems. 

This Work Instruction specifies the requirements for testing new and upgraded radio antenna systems for compliance with the process specified in NR/L2/TEL/30066. 

The clearance process provided in this standard is designed to reduce the risk of fixed radio frequency transmitters adversely affecting people and systems to as low as reasonably practicable (ALARP)
